One more milestone of dynamically developing security cooperation between two states, Morocco and France, is the signing of a large-scale program of action of the joint Rabat security actions, which took place on June 24, 2025. Abdellatif Hammouchi, the Director General of National Security and Territorial Surveillance of Morocco, and Louis Laugier, the Director General of the National Police of France, signed the agreement that is a turning point in combating international crime and terrorism.

This accord not only improves on decades of well-established cooperation with one another, but also sends a strategic signal that a stronger partnership in terms of intelligence sharing, operational coordination, and joint actions to deal with emerging security threats would be done between these two nations, as well as the region at large.

Strengthening Security Ties

Formalizing Decades of Cooperation

The new course of action institutionalised and enhances the mechanisms that have been the basis of Morocco-France security ties over the years. The two nations have previously collaborated in anti-terrorist activities, as well as in the infiltration of organized criminal networks. The agreement of 2025 creates combined working groups, improves intelligence exchange, and develops strict procedures in chasing fugitives, dismantling criminal networks, and acting on international warrants. Such formalization of collaboration is perceived as an adjustment to the growing environment of transnational insecurities, cases of cybercrime, human trafficking, and terrorism.

A Strategic Partnership for Regional Stability

The relationship between Morocco and France is based on trust between the two countries and common acknowledgment regarding security issues in the region, especially in North Africa and the Sahel. This agreement forms the largest system of strengthened bilateral relations, such as defense, migration, and economic relations, as stated in the Declaration of Reinforced Exceptional Partnership signed in October 2024 by King Mohammed VI and President Emmanuel Macron.

The two governments consider the new pact to act as a stabilizer not only to their respective states but also to the entire region, where the spread of extremist groups and crime syndicates has continued to be a cause of concern.

Enhancing Operational Readiness

Joint Working Groups and Intelligence Sharing

An action plan implies the establishment of mutual working groups that are focused on particular locations, e.g., fugitives, criminal intelligence analysis, and technical support. Such groups will ensure a quick sharing of information and good practices so that both countries are able to react to cross-border crime and terrorism more effectively. The roadmap also commits to joint training platforms and coordination of operations so that all the security forces of both Morocco and France remain dynamic and well-equipped to counter the emerging threats.

Security for Major Global Events

Securing the upcoming international events, such as the 2024 Paris Olympics, and significant tournaments in Morocco, is one of the urgent priorities of the new partnership. French leaders have expressed their satisfaction with the way Morocco helped in the security of the Olympics and with the arrest of people wanted in French Courts. Director General Louis Laugier of the French National Police stressed, “The cooperation has been vital, and our shared goals make us stronger together”. Such operational preparedness is essential because the two countries have an increased profile of security threats presented by the high-profile events.

Recognition and Symbolism

Hammouchi Receives Legion of Honor

French Ambassador Christophe Lecourtier presented French decorations (the Officer of the Legion of Honor, which is one of France’s most prestigious decorations) during the signing ceremony to Abdellatif Hammouchi, head of the Central Office of Judicial Investigations, in recognition of his role in fighting terrorism. The honor is in honor of Hammouchi in leading French security operations and the interruption of terror cells. Lecourtier praised the “distinguished cooperation mechanisms between Moroccan and French security services” and reconfirmed the French support for the Security initiatives in Morocco.

Strengthening Long-Standing Partnerships

According to Abdellatif Hammouchi, “This plan builds on decades of trusted cooperation and opens the door to a stronger, more coordinated approach to shared security threats”. This feeling was also shared by the French leaders, who emphasized the need to be prepared in terms of readiness to operate and the interchange of intelligence when facing new challenges.

Migration and Social Issues

Security and Migration Partnership

The security treaty forms an overall structure, including migration and protection of the overseas remittances of Moroccan nationals abroad. The two nations have reiterated their intentions of controlling flows of migration and protecting the interests of their people. Morocco and France’s Interior Ministers reported to have had a cooperation that is described as being “part of a dynamic of excellence, rooted in mutual trust, shared challenges, a common understanding of the regional and international context, and aligned views on key strategic issues”.

Gender-Based Violence and Social Development

Simultaneously, Morocco and France committed themselves in a declaration of intent during the marriage in Marrakech to increase collaboration in mitigating violence against women and promoting gender equality. The agreement has a strategic plan for the joint training, sharing of best practices, as well as establishment of a Franco-Moroccan network of associations serving at-risk groups. Commenting on the agreement, Moroccan Minister of Solidarity, Social integration and Family, Naïma Ben Yahia said that it will further work with the development of the two countries in other spheres such as gender equality and social development, whereas French Minister Aurore Berg said the endeavor was a step forward towards “the eradication of violence.”

Military Cooperation and Regional Security

Joint Military Exercises

To supplement the security alliance, the military relationship helps to support this through the continuous cooperation that has raised the chances of further cooperation, which would include the military cross-training, like the scheduled joint military exercise of “Chergui 2025” to take place in September 2025. This is a joint exercise with the army and air force, and it is meant to enhance interoperability and also to test how Moroccan and French forces are able to respond to asymmetric threats, especially in the Sahel. The practice highlights the need to create dynamic and efficient intervention models that can be used in curbing the continuous unrest that is perpetuated by terrorist organizations.

A Coordinated Response to New Threats

The fact that the Sahel is unreliable in the long term and that the number of terrorist organizations is growing necessitates greater attention and enhanced intervention capability. Morocco and France are two nations with the vision of how a coordinated reaction to new security threats can be organized: Morocco serves as the stabilizing force in the region, and France has a military component as part of West Africa. The exercise entitled “Chergui 2025” will also enable both states to examine new tactics and enhance their combat against transnational terrorism.

The View from Policy Experts

Analysis from Talal Cherkaoui

One reviewer, Talal Cherkaoui, emphasized the importance of the Morocco-France agreement on security in his interview with al Aoula. He stressed the fact that the agreement is not simply a bilateral formality but a strategic step that makes both nations transnational crime leaders and stabilizers of the region. According to Cherkaoui, the emphasis of the pact on exchanging intelligence and conducting joint operations is good, considering that the security threats facing the world are becoming complex. He further said that the attribution of Abdellatif Hammouchi by the Legion of Honor fully conveys the appreciation by France of Morocco’s active role in international security. In his analysis, the wider implications of the partnership to North Africa and Europe are highlighted as both countries gear towards various major global events, in addition to the dynamic nature of security issues.

Building a Model for International Cooperation

A Template for Future Partnerships

The Morocco-France joint action plan is being celebrated as a paradigm of international collaboration in security and crime prevention. Establishment of joint working groups, information and intelligence sharing, as well as coordination of operations, provides precedence to other nations that are confronted by similar threats. The cooperation serves as confirmation that mutual trust, a convergence of strategic interests, and institutionalized tools can bear actual fruits in terms of the struggle with organized crime and terrorism.

Reinforcing Bilateral Ties

The deal on security is an extension of a larger initiative to strengthen the bilateral relationships in various areas such as the defense sector, migration, and economic partnership. The current cooperation signifies the change that Morocco-France relations are implementing as dynamic and responsive to the traditional and emerging security issues.

The collaboration between Morocco and France in the security action plan is a great milestone in complex crime. Through better intelligence cooperation, operational preparedness, and attention on not only matters of security but also social matters, the alliance is ready to resolve the problems of 2025 and beyond. The awarding of the Legion of Honor to Abdellatif Hammouchi and the interest of the two governments towards continued cooperation indicate the maturity and strength of this strategic partnership.

Meta Description:

The new morpho-France security agreement enhances the intelligence sharing, combined effort, and regional policing of crime to unprecedented levels, and this is a new wave in transnational security issues.
