Paris played an important role in navigating the European Union through complexities like Covid-19 period and conflict in Ukraine. All of this makes France itself in a state of growing isolation within the EU.
Emmanuel Macron’s vision for Europe
Emmanuel Macron’s recent presentation of his vision for Europe at the Sorbonne University in Paris on April 25 aimed primarily at influencing the agenda that the 27 member states of the European Union would adopt following the European elections scheduled for June 9. Macron’s initiative mirrored his successful endeavor in 2017, where he managed to exert considerable influence over European policy. However, the present-day France differs significantly from its status seven years ago, indicating a potential decline in its influence within the European arena.
The idea of European sovereignty, previously emphasized by Macron during his inaugural speech at the Parisian university’s main auditorium in 2017, and “might have seemed very French” at the time, has “imposed itself as European,” said the leader on Thursday. He also added in his statement that: “Rarely has Europe advanced as much” as it has over the last five years”.
Furthermore, the president also issued a warning which highlights the risks that Europe faces. All of these risks increase if Europe does not strengthen its defense capabilities. Macron also focuses on the importance of robust defense that is compulsory to safeguard Europe’s interest. Additionally, he emphasized the need for major trade and economic reforms to enable Europe to effectively compete with global powers such as China and the United States.
Macron urged Europeans to adopt a more ambitious approach in navigating a rapidly evolving world. He underscored the necessity of confronting various challenges, including the impacts of war, intense trade competition, energy shortages, climate change, and the rise of authoritarianism. Macron’s address emphasized the imperative for Europe to adapt and respond effectively to these multifaceted challenges in order to secure its future in an increasingly complex global landscape.
Furthermore, Macron also included in its speech : “Our Europe today is mortal,”. “It can die and that depends solely on our choices,” he added. He raised awareness to the public to make choices now because, “it’s today that Europe is between war and peace.”
Russia’s ongoing full-scale invasion of Ukraine, which has persisted for three years, poses an existential threat, yet Europe lacks sufficient military capability to defend itself in the event that “confronted by a power like Russia that has no inhibitions, no limits,” Macron statement.
Macron also said “Our ability to ensure our security is at stake”. “Russia mustn’t be allowed to win,” he added.
Support for Europe from Biden Administration
The President also highlighted the power of Biden’s administration that proved good fortune for Europe.However, he warned that this support could diminish as significant elections take place in Europe, the United States, and elsewhere.
Macron stressed the need for Europe to develop the capability to defend its interests independently, with or without support from allies. He called for the establishment of strong armed forces, including a European rapid intervention program, tanks, missile shields, and other domestically produced weaponry. Additionally, Macron emphasized the importance of coordinating a joint diplomatic effort to ensure a unified voice and strengthen relationships with regions like Africa and Latin America.
The French leader argued that Europe must assert its autonomy in defense matters to demonstrate independence from the United States and enhance its ability to engage with other global regions effectively.
France is one of the strong supporters of Ukraine against the conflict between Ukraine-Russia. Macron has frequently disagreed with other Western leaders, asserting that Europe must unequivocally support Ukraine, even if it means facing significant costs. His recent suggestion that deploying Western troops to reinforce Ukraine’s defenses should not be dismissed has raised concerns among European leaders.
