In the wake of revelations about extensive contacts with convicted sex offender Jeffrey Epstein, and the opening of a financial investigation into suspected tax fraud laundering, the former French Culture minister Jack Lang – one of the most influential figures in French politics and cultural diplomacy- has announced that he’s quitting as the president of Arab World Institute.

The French Foreign Affairs Ministry confirmed Lang’s resignation, marking a significant fall from grace for one of France’s most influential political and cultural elites of the past four decades.

Financial Prosecutors Open Probe Into Suspected Tax Fraud Laundering

France’s National Financial Prosecutor’s Office (Parquet National Financier, PNF) has launched a preliminary investigation into Lang and his daughter, Caroline Lang, on suspicion of “aggravated tax fraud laundering.”

Aggravated laundering of taxation fraud under French law can result in up to seven years of imprisonment and fines of up to €3 million. In more serious cases involving organized fraud schemes or structures in offshore jurisdictions, even heavier penalties are possible. It is also important to establish whether or not undisclosed assets or financial flows have been used as means of concealing taxable income. Although the investigation was acknowledged by the PNF, the details of the investigation are yet to be revealed due to the nature of the investigation as pending.

Epstein Files Reveal Extensive Correspondence and Possible Financial Links

The investigation follows the release of files by the U.S. Department of Justice on January 30, which exposed a global network of Epstein’s contacts with political leaders, business elites, and royalty.

Reuters found that Jack Lang’s name is mentioned more than 600 times in Epstein’s documents. This implies that there was consistent contact between them between 2012 and 2019, the year Epstein was imprisoned while awaiting trial on federal charges of sex trafficking.

According to Le Monde, Le Figaro, Mediapart, among other French media houses, reported that the letters included discussion of meetings, trips, and finances, which made French authorities investigate financial problems.

Oversight of the Arab World Institute Raises Governance Concerns

Lang was summoned to the French Foreign Ministry, which is in charge of governing the Arab World Institute, a cultural institution in Paris co-financed by French and Arab League member country governments, amounting to tens of millions of euros in public funding each year, at which there is a question of what type of corporate governance and reputational management in place.

This is in the backdrop of fresh concerns about the manner in which well-placed political leaders control public institutions and the level of protection against reputational and financial impropriety.

Lang Denies Allegations, Frames Probe as Media-Driven

Lang has denied any wrongdoing, stating on social media that he welcomed the investigation “with serenity and even relief.”

“The accusations levelled against me are baseless,”

he said, accusing media and online critics of conducting “digital courts.”

His lawyer, Laurent Merlet, told BFM TV that Lang would prove he committed no criminal offence and insisted there had been “no movement of funds.” However, Merlet acknowledged it was normal for prosecutors to verify financial dealings given the scale of the revelations.

Caroline Lang Resigns as Fallout Spreads

The scandal has even spread to Lang’s daughter, who currently works in a high position in media, namely Caroline Lang, and who resigned from the position of head of the French Independent Production Union in light of the revelations about her networks with Epstein from the files.

Epstein Network Exposes Global Elite Connectivity

The Epstein file release has sparked renewed focus on various political and royal leaders across the world, such as Prince Andrew of Britain, former British ambassador Peter Mandelson, and Crown Princess Mette-Marit of Norway.

Such investigations and disclosure of documents have shown that Epstein had relationships with hundreds of prominent figures in at least 40 different nations, underscoring failures of accountability and diligence among political and cultural elites.

Political and Ethical Implications for France’s Establishment

Lang has long been a symbol of France’s cultural diplomacy and political establishment, serving multiple ministerial roles and maintaining influence within elite institutions. His case underscores broader concerns about the revolving door between politics, global finance, and elite social networks, and the lack of transparency in post-ministerial activities.

France has strengthened anti-corruption frameworks in recent years, including the creation of the French Anti-Corruption Agency (AFA) and stricter asset declaration requirements. However, critics argue that enforcement remains uneven for politically powerful figures.
